Dubai (Dubai Land Department)
The DLD transfer fee is 4% of the purchase price. Under Dubai Law No. 7 of 2006 it is legally split 2% buyer / 2% seller, but market practice is for the buyer to pay the full 4%. Add a property registration fee of AED 4,000 + 5% VAT (AED 4,200) for properties of AED 500,000 or more, or AED 2,000 + VAT (AED 2,100) below that, plus a title-deed/admin fee of about AED 580.
Worked example (AED 1,000,000 in Dubai)
4% transfer fee = AED 40,000, plus AED 4,200 registration and about AED 580 admin = roughly AED 44,780 in government fees.
