How it works
Adding tax multiplies the net price by the rate and adds it on. Removing tax works backwards from a tax-inclusive price to find the original net amount.
Gross = Net ร (1 + rate); Net = Gross รท (1 + rate)Frequently asked questions
Does Brazil have a single sales tax?
No. Consumption is taxed through several taxes โ ICMS (state), IPI, PIS and COFINS (federal) and ISS (municipal) โ rather than one unified rate.
What is ICMS?
A state-level value-added tax on goods and some services, with rates that vary by state, commonly around 17โ20%.
What is ISS?
A municipal tax on services, usually between 2% and 5% depending on the city and the type of service.
What is changing with the 2026 reform?
A dual VAT โ federal CBS and state/municipal IBS โ is being phased in from 2026 to replace ICMS, ISS, PIS, COFINS and IPI over a transition period.
Why is Brazilโs tax system considered complex?
Because consumption is taxed at federal, state and municipal levels simultaneously, with rates and rules that differ across thousands of jurisdictions.
How do I calculate the tax on a sale?
Apply the rate that fits the product, state and municipality. This tool adds or removes tax for any rate you enter; a local accountant can confirm the right combination.
How sales taxes work in Brazil
Brazil does not have a single sales tax. Consumption is taxed through several layers at federal, state and municipal level, which is why the countryโs system is considered one of the most complex in the world.
The main consumption taxes
ICMS is a state-level VAT on goods and some services, with rates that vary by state (commonly around 17โ20%). IPI is a federal excise on manufactured goods, PIS and COFINS are federal contributions on revenue, and ISS is a municipal tax on services (typically 2โ5%).
The 2026 tax reform
A major reform (Constitutional Amendment 132/2023) is replacing these overlapping taxes with a dual VAT โ a federal CBS and a state/municipal IBS โ phased in from 2026 through the early 2030s. During the transition both the old and new systems run in parallel, so businesses must track both.
Because rates depend on the product, the state and the municipality, this calculator works as a general sales-tax tool: enter the applicable rate for your situation to add or remove tax. For specific transactions, confirm the correct combination of taxes with a Brazilian accountant.
